Corporate R&D is a crucial element in any innovation ecosystem, but entrepreneurship and small businesses, the public and third sectors, universities and policy makers are also important. It’s how these components cohere and complement each other that is key. Good policy cannot create vibrant ecosystems but it can assist and support innovation.
